Since prevention cannot eliminate all the risks associated with climate change, it is important to adopt preventive measures that enable a rapid, effective response to natural disasters.

The early warning system put in place via the Climate Change Action Plan reinforces communities’ capacity to respond to disasters. Such systems makes it possible to mobilize first responders more rapidly and send timely advisories to communities at risk to alert them and provide advice on what they should do to ensure people’s safety and protect their property.

In Québec, the Climate Change Action Plan supports initiatives enabling a rapid, effective response to disasters caused by climate change:

  • Continue developing Ministère de la Sécurité publique’s “Vigilance” system, which continuously monitors hydrological and meteorological events such as high water levels in watercourses. Municipalities and the general public can access the information on the Ministère de la Sécurité publique’s website.
